When a bill is introduced, the relevant portfolio committee typically issues a call for public comment with an open and close date. Any member of the public may submit written comments — usually by email — before the closing date. Committees consider these submissions and may invite oral presentations.

Do I need to be a South African citizen to comment?

No. Parliament accepts submissions from any interested person or organisation, though many people identify themselves as South African residents or affected stakeholders in their submission.

Bill text, committee details, and comment deadlines are sourced from parliament.gov.za and other public parliamentary records. Plain-language summaries are prepared to make bills easier to understand and are not a substitute for the official text.

Tapping "Send to committee" opens your own email application with the draft pre-filled to the correct committee address. You send it from your inbox.
