1. About Voiced
Voiced ("we", "us", "our") is an independent civic-technology platform that helps members of the South African public find, understand and respond to bills open for public comment before the Parliament of the Republic of South Africa. We are not affiliated with Parliament, the Government of South Africa, or any political party. Use of this website constitutes acceptance of these Terms.
2. Governing law
These Terms are governed by the laws of the Republic of South Africa, including the Electronic Communications and Transactions Act 25 of 2002 ("ECTA"), the Consumer Protection Act 68 of 2008 where applicable, and the Protection of Personal Information Act 4 of 2013 ("POPIA"). Any dispute is subject to the non-exclusive jurisdiction of the South African courts.
3. Nature of information provided
Plain-language summaries, deadlines and committee details are provided for general informational and civic- engagement purposes. They do not constitute legal advice and should not be relied on as a substitute for reading the official bill text published by Parliament. While we take reasonable care, we make no warranty that the information is complete, current or free from error.
4. Submissions to Parliament
Voiced helps you draft a submission and open it in your email client. You send the submission from your own email address, and the content, tone and accuracy of that submission is your responsibility. We do not review, edit or endorse the content of any user submission and cannot guarantee that a submission will be received, read or acted upon by any committee or official.
5. Acceptable use
You agree not to use Voiced to:
- Send unlawful, defamatory, hateful, harassing or misleading content;
- Impersonate any person, committee, official or organisation;
- Attempt to compromise the security, integrity or availability of the platform;
- Scrape, resell or commercially exploit data obtained through the platform without written permission.
6. Intellectual property
Bill text and official parliamentary documents are the property of Parliament or the State and are used for civic-engagement purposes. Original Voiced content — including plain-language summaries, design and software — is protected by copyright and may not be reproduced without permission.
7. Limitation of liability
To the fullest extent permitted by South African law, Voiced and its operators will not be liable for any indirect, incidental, special or consequential loss arising from your use of the platform, or from reliance on any summary or information provided. Nothing in these Terms excludes any liability that cannot lawfully be excluded.
8. Access to information
Requests under the Promotion of Access to Information Act 2 of 2000 ("PAIA") may be sent to the contact address below. We will respond in accordance with PAIA and POPIA.
9. Changes to these Terms
We may update these Terms from time to time. Material changes will be communicated on this page and, where appropriate, by email to registered users. Continued use of Voiced after changes take effect constitutes acceptance of the updated Terms.
